The Former President's Woke Alarm Overlooks The Continent's Real Danger: Economic Decline.

Donald Trump's security policy document offers a flawed assessment of the European Union. The document asserts that unrestrained immigration and so-called "progressive" agendas represent an existential risk to European civilization. However, this argument rests on a serious misinterpretation of the reality. The true danger confronting the EU is not societal but economic and technological backwardness.

The Stark Economic Gap Between Europe and the US

Statistics paint a sobering picture. From 2008 and 2023, US GDP grew by 87%, while a mere 13.5% increase for the EU. Over this period, EU GDP per capita fell from 76.5% to just half of the US level. Remarkably, even the poorest US state now has a greater average income than major EU nations like France and Italy.

Today, about 50% of the world’s top fifty tech companies are US-based, while a mere four are from Europe.

The Innovation Deficit: A Critical Question

The growing disparity is driven by superior efficiency gains in the US, fueled by breakthroughs and better use of resources. The scene of world technology leadership is overwhelmingly American. In the last fifty years, hundreds of American startups have scaled into enterprises valued at over $10bn, compared with just 14 in Europe.

This gap raises a vital question: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU positioned? Experts widely agree it is essentially a contest between two involving the US and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of key reasons explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic network for funding startups. The EU still lacks a true capital markets union, which caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a larger population, is split among 27 different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was once viewed with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, there are causes for optimism. Policymakers are growing more conscious of the existential challenge and have started to propose substantial change. Key reports on EU competitiveness and the single market point to the necessity of major changes.

Given appropriate incentives and regulatory reforms, these assets could support far greater degrees of business-led breakthroughs.

The continent still possesses significant advantages: high-quality human capital, top-tier education systems, and premier labs. Alongside a vast domestic consumer base and high savings rates, these elements have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating cutting-edge tech, it can still significantly increase productivity by adopting and adapting innovations from other regions.

A Critical Juncture

The European Union now stands at a decisive crossroads. As the saying goes, decline often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. But, if it fails to take bold steps to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in world influence.
